Let’s Serve Fish for the Weight Watcher was released by the Canadian Department of Fisheries. There is no single author credited. The Canadian Department of Fisheries has since been renamed the Department of Fisheries and Oceans, and today it is responsible for maintaining Canada’s fishery and ocean resources. The department’s headquarters are located in Ottawa. It has a considerable influence over Canadian fisheries, with exclusive jurisdiction on fishing operations and trade in fishery products within and outside of Canada. The department provided Let’s Serve Fish for the Weight Watcher free of charge to those who requested it from the government. In the 1968-1969 Fisheries of Canada newsletter, the influence of the weight-loss program, Weight Watchers, on the contents of the booklet is discussed. Weight Watchers viewed fish as a “magic food” and suggested it be consumed five times a week. The Weight Watchers program had 40,000 Canadian members at the time of the newsletter’s publishing. It is not surprising that the Department of Fisheries would want to associate itself with such a successful program as it would help to advertise fish products and their properties as a “magic food.”
